If the Colonial Government is to exercise an

efficient control over the public water supply it is

absolutely essential that all services be approved by

them and that no alteration be made to such service

without their consent.

This applies with special force to services

at the Peak as all water has to be pumped up an

operation which has taken an average of 17 hours a day

this summer which time is calculated to be extended by

half an hour when the Sanitarium is connected to the

mains.

I have already referred to the case of the

Royal Naval Sanitarium Wanchai where the connection was

made between the filtered and unfiltered supplies to

show the necessity for notice being given and approval

being obtained for all proposed extensions.

I cannot recommend any modification in the

requirements of my previous minute.
